Louise Yinug
Senior Policy Analyst 

Louise came to Caravan Health in 2018 with extensive public policy and government experience in both the executive and legislative branches of the federal government. At Caravan, Louise leads the development of written content for our external audiences, specializing in policy issues. Before joining Caravan, she worked on Capitol Hill where she managed a research team at the Congressional Research Service. Prior to her time at CRS, Ms. Yinug was a senior health policy and legislative analyst with the White House Office of Management and Budget and then later at the U.S. Office of Personnel Management working on a variety of health programs, including Medicaid, the Federal Employee Health Benefits Program, and the employer requirements of the Affordable Care Act.

Jade Jagers
Regional Vice President  

Jade’s background in the healthcare and non-profit field helped foster a passion for projects that connect metrics to a mission. She completed her master's degree in Healthcare Administration from MSU-Billings and holds CPHQ and CHFP certifications.She works remotely from her home in Billings, Montana. 

Rusty Schlessman
Regional Vice President  

Rusty has 16 years of health care experience where he has worked both on the provider side and as a health care consultant.   As a consultant, he has worked in all provider settings while focusing on the delivery of revenue cycle improvements, managed care enhancements, population health, and performance improvement initiatives. He has a doctorate in Public Health from Johns Hopkins and a master’s degree in Health Services Administration from the University of Kansas. He resides in Phoenix, Maryland.
