Ms Barr has served as the Chief Executive Officer of Caravan Health since founding the company in April of 2013 as the National Rural ACO. Under Ms Barr’s leadership and vision, Caravan Health has grown to become the nation’s largest Practice Transformation Network (PTN) and Accountable Care Organization (ACO) services provider, dedicated to improving patient care and reducing per capita costs through effective and affordable population health programs for Rural Health Clinics (RHCs), Federally Qualified Health Centers (FQHCs), hospital clinics, and independent practices.
Prior to forming Caravan Health, Ms. Barr shepherded four start-ups and twelve medical inventions through research, the FDA and on to worldwide markets before dedicating the remainder of her career to healthcare reform. While pursuing her Master’s Degree in Public Health she formed the Rural Health Information Technology Consortium and assessed health IT status of California Rural and Critical Access Hospitals. Ms. Barr developed a $20 million rural hospital EHR loan program with United Health Group and led California’s rural hospitals through vendor acquisition to meaningful use before forming the National Rural ACO. As the leader of the National Rural ACO, Ms. Barr started the first rural health payment reform movement in the country, focused first and foremost on improving patient care and transitioning rural providers to succeed in value-based payment systems.
